The Faculty of Law and Political Science held a panel discussion entitled “The attitude of international law towards proxy wars (fourth generation wars)” by Assistant Lecturer Hakim Muhammad Abd Ali Al-Khafaji, on Monday, November 23, 2019, in Hall (14), at the Islamic University of Najaf Ashraf.
The discussion focused on 3 main topics:
1- The attitude of public international law on the one hand, and international humanitarian and criminal law on the other hand, regarding proxy war.
2- The concept of proxy war and the requirements for its emergence according to a legal analysis and the goals of resorting to proxy war.
3- The fragmentation of the rules of civil responsibility as a challenge to the effective application of the principle of international criminal justice, by addressing the position of public law on war by proxy. (HTH)
